****ANNOUNCEMENT**** Q Mountain Vista Water is pleased to announce that construction for the long awaited Water Pipeline Replacement and Upgrade Project will begin October 25, 2018. Please use caution when driving through the Park.
Construction of upgrades and improvements to the Q Mountain Mobile Home Park drinking water system were financed by the Drinking Water State Revolving Fund (DWSRF). The DWSRF program is administered by the Water Infrastructure Finance Authority (WIFA) of Arizona with joint funding from the U.S. Environmental Protection Agency and Arizona. This project will install a new looped water pipeline and should reduce the community's water loss.
Q Mountain Vista Water has had a long standing history of unexplained water loss. On Feb. 19, 2015 in an Open Board of Director's meeting, your Board Directors voted unanimously to apply to the Water Infrastructure Finance Authority (WIFA )for grant funding to complete preliminary engineering and begin the process of replacing the water company infrastructure. The BOD was successful in obtaining $30,000 in grant funds from WIFA, combined with $10,000 paid in Company funds and $10,000 in contributed services of Board Members, the preliminary engineering was completed in Oct. 2016. On Sept. 1, 2016 in an Open Board of Director's meeting, your Board Directors voted unanimously to apply to WIFA for the necessary funds to repair and upgrade the Water Company infrastructure. At the conclusion of a very long process that included reporting monthly water loss, environmental studies to ensure the protection of wildlife, environmental studies to protect the washes to the east and west of the subdivision and detailed financial accounting to support affordability, the BOD secured a loan for $576,776 that will be used to replace the infrastructure for the perimeter of the subdivision and prepare for the installation of fire hydrants. The 20 year loan includes an interest rate of 3.289% and forgiveness of $288,388 of the principal amount. The Company will only be required to repay $288,388 of the amount borrowed.
For the period of January through June 2018 the water company lost an average of 200,000 gallons of water each month. The cost for the water purchased from the Town of Quartzsite for that period was $5.58 per 1,000 gallons. The unexplained water loss resulted in lost revenue of $6,696 for the first half of 2018. The cost for the water purchased from the Town will increase to $5.81 per 1,000 gallons beginning July 1, 2018.

The HOA does not have a Maintenance Crew. It is the responsibility of lot owners to ensure that structures on the lot are maintained and that lots are clear of weeds, rubbish and other debris. Maintenance includes the common areas surrounding the lot. Property owners not in compliance with this provision of the HOA Covenant's Conditions and Restrictions (CC&R )may be subjected to a fine.
Renovations or improvements to property must have approval from the HOA Board of Directors prior to presenting it to the Town of Quartzsite Planning and Zoning. If all approvals have not been obtained the renovation or improvement is subject to removal and fines may be levied against the property owner. If you leave for the summer months and do not water vegetation, please notify the office to have your water turned off at the meter. We will turn off the water and place a lock on the meter until you return. Locking the meter protects the water customer from unexpected charges resulting from leaks, etc.
Please contact the office at least 2 days prior to your arrival to allow sufficient time to have the water turned on and/or to avoid after hours charges. After hours charges are applied for services rendered after 5 p.m. on week days and during weekends.
